Event Master suggestion
 

There should be a EM chest where you can get daily event prizes from it:
Like
Diamonds
Rubies
Sapphires
EC

etc.

And there, just host it off.

I ended up gaving a EM 200 sapphires just to make him host :P

And the Event admin should have a log of which EM who took prizes from the chest and host it off to make sure they host it off and not being greedy and take all for theirselves.

Had this system on Ol' West, didn't run as well as you think it would.

I think things at the moment are fine. There are four players that can refill EM's, the only issue EM's have at the moment is getting payed since only two players can do that.
Tig, Chaosorc, Felix and Iscariot can all refill so there shouldn't be any empty sacks right now.
