Didn't stefan said a little time ago that Animated Avatars couldn't be used yet?
Because i think you can, Since this guy http://forums.graalonline.com/forums/member.php?u=48 does have one..?

That's a leftover. You could use animated avatars before, but it was disabled.

I think admins or something can overwrite the avatar limits for people, if you ask. I dunno. Very few people do have them, however.
