I think youll find they did.
The best pw's were up round about 2 years ago. (Old Graal 3001 (first time it was up) and Dolphonia).
Since then theyve been getting worse. Most of them are put up too early which helps them to fail. They should have a min of 2 quests before they are allowed up.
