Harrassment is something that is said/done to a person more than once (sexual or otherwise). When you say/do something to someone, and they voice that they are offended, or tell you to stop, and you continue, that is harrassment...otherwise it is just a sexual comment or rude comment, or whatever.

So im allowed to grope women on the streets as long as I it once to each person. Sounds like a good deal to me.

Basically by the Law and the way it is written yes that is correct. It is not harassment, sexual or otherwise UNTIL the other party voices their objection to it and you persist in that line of conversation, then it constitutes harassment. If you think that is odd you ought to hear about 3rd party harassment. I have been to Management seminars to the Harassment Laws that were required by companies I have worked for, companies like Kraft General Foods which is owned by Philip Morris the cigarette mega company.( Marlboro for example is a brand they own)

What you don't seem to understand is "Harassment" in all its forms is not physical at all. When you cross over to that area you come into a whole different ballgame. Lance is right, when you cross over to that it becomes "assault'.
