I think there are diff. resons. It has to do with a lot of different things, like culture and so on.

Same with France. Last time I went to France I had to find a translator to get anywhere because noone wanted to talk English. ;(

Or they just didn't want to talk to a tourist. French people are pretty damn snobby like that.

Most schools and colleges over there teach English, and all around Paris and the French Riviera you shouldn't really have any trouble finding somebody who speaks English.

French people are very stubborn when it comes to English, probably because of the country's history with England. The girls that do speak English have very cute accents though.

I was surprised when I moved to Sweden, everyone knows English here. I never had to learn Swedish because of this. :)
