Oh and who are these people with real power? Stefan is the highest authority on Graal, along with Unixmad who deals with payment issues rather than the game itself.

Managers have to answer to other people, not just Stefan. Second, like i said Stefan is far to busy to even worry or care about a stupid money transfer. Third, if someone above Vulcan wanted to do a money transfer as a personal favor to a friend im sure Stefan would allow it considering all the work they do for him for free.
