You'd need one level (maybe one per player) but none of them would need to be pre-tiled. You could make NPCs that randomly generate your whole world. Of course, you could also go and get a life, but it's theoretically possible. I've generated levels via NPC before.

You could prolly make alot of arrays and warp the player on that 1 level and change the whole board but a double for loop that does 64X64 (1024 tiles) Lags like 5 mins online befor it can copmpleat the task. it even lags offline aswell. when you load the level it will lag for 20 seconds becuase its looping 1024 times.. @_@ I wouldnt recomend you try to make a server liekt hat kai. Although it is posible its no practical.
