No, going by my logic, using a calculator is more effective than asking the guy next door. To further the analogy:
Calculators do not understand imaginary numbers. Therefore, you use them, as you would use an NPC king, to the point in which they become useless. You then rely on human intervention to finish the problem. The primary tool you use is the calculator, or NPC king, but you do have the human to deal with what the calculator can't understand (e.g the Kingdom Admin deals with what isn't regulated by the NPC king). At the very least, much bad language could be filtered by such an NPC king if certain things were scripted into the toguild or whatnot, as it doesn't require judgement whatsoever. Also, quests could be assigned through the NPC king and integrated with him, instead of relying on human kings to gain the wealth/items needed to host an event which will probably consist of trivia.

No, have a Kingdom Admin by all means. However, it will be the Kingdom Admin's responsibility to catch bad roleplaying, not at all the King's responsibility. It should be easy as 1, 2, 3 to join a kingdom (if you are p2p anyway) but also easy to get banned from a kingdom (by the Kingdom Admin).
I think human kings will just try to cover bad roleplayers' tracks for the sake of having a bigger kingdom. Numbers are considered quite desirable, if you haven't noticed.

To Explain the Checks and Balances:

The Manager is the ultimate authority on a server (not bringing Steffy or Unix into the equation, we all know they trump all others), and on 2k1 Prime, Lance has final authority on all matters. Given the fact that Lance has expressed wishes to join a Kingdom as a citizen, and to allow for a specialist, he has appointed....

Kingdoms Administrator- My job is to ensure that the Kings are doing their jobs, that large events are approved and developed, and generally that Roleplaying dosen't infringe upon the Canon, rules, or the non-Rping sectors of the server.

The Kings are responsible for each and everyone of their members, and will be held accountable for their kingdoms as a whole. Should the kingdom's activity or quality slip, or if the King is found guilt of corruption/nepitism, they will be warned, or if the actions were warranting, will be removed.

I'm not here to do the King's jobs for them. I'm here to make sure they do them. If 2k2 had a Kingdoms Administrator, they would have not only been able to enforce the fact that Drow do not exsist in the in-house Graal continuity (by order of Vermain), they would have had no shortages of complaints with which they could remove the Drow from power: metagaming in the sense of allowing Etien to enter the kingdom by nepitism and powergaming in their ability to summon
the freaking Cthullu, amoung other charges.

If the leader is bad, then they can be removed. Kingdom leaders take care of bad RPers. The Kingdom Admin and/or manager take care of bad kingdom leaders.

You're going to be swamped with people who simply don't want to roleplay. That won't even touch the ones who roleplay poorly.

It's a great idea, but it's not a likely or realistic one. What criteria will you use for proof? Is it unfakable?

In order:

People who don't want to roleplay will not want to join ROLEPLAYING KINGDOMS. Much in the same way that people who don't like communism wouldn't move to China.

A great idea but not likely or realistic? THAT'S WHAT IT WAS. I know it's pretty likely because it's already happened.

That's a rather poor assumption. People PAY to play in a level and item fest. The RPing aspect is moot by this point. Valikorlia's players aren't necessarily playing for Gold, but it seems to play host to quite a bit of Roleplaying.

No, GK is too far gone. I think had it already had a Roleplaying Admin since inception, we might not have the Drow, Lasaria, Alan...the whole system's pretty much skewed.

GK isn't a broken server in need of some kind of fixing. The RP community isn't super active, yes, but a few game changes could improve it. A roleplaying admin could improve GK if it was a good one.
