But to be on GBA, either Squaresoft needs to develop for Nintendo again. Unless the first CT was developed by both Nintendo and Squaresoft (like SuperMario RPG), then Nintendo would have some rights that would allow them to make a sequel(sp?) without needing Squaresoft's permission.

You can buy a GBA by itself with no game for $117.95. All the GBA's sold at Zophar's Domain come with AC Adaptor and Powerlink cable (this is not optional) That is why the price seems a little higher.
