It's all in how it's presented by the admins. If someone wants to kill, just have the plot involve a tide of barbarians invading the towns, and have the townspeople fight them back and errect a (destroyable) gate. Eventually the PKers will knock down the gate and flood the town in a mass, or settle in (provided) barbarian camps out in the barren wasteland.

Then set up the server in such a way that players can either be bound by their kingdom not to damage the kingdom nor its peoples (lock the kingdom tag to the account/lock them out of the tag once they take it off) or be in no kingdom, and therefore a wandering barbarian who is not allowed into town.

Not that the locked towns have anything the barbarians can't get elsewhere, like bows and fireballs and bombs....

Just because it is evil, doesn't mean it isn't sacred :D!!
