I think a fair adjustment would be /cast remove curse would work but with a very long cast time. This makes it pretty much unusable in battle but solves your problem of preventing someone from to level which is terrible.

No point in that, certain people glitch cast anyhow. If that wasn't the case, HW wouldn't be a problem whatsoever.
