A new flag that could be useful: playerkills
so you could do if (playerkills) {} and you could do many useful things to a person that player kills.
If you put it into a hidden system npc then you could control pking by only allowing a certain number of kills in a graalian day, which would solve the current pking problem on g2k1.

If someone starts PKing in town, it makes a big explosion what engulfs the town, alarms go off and a bunch of NPC police come at you, pm everybody you were PKing, and put you in jail!!

how bout if you pk a flage sets and if you go into town while the flag is still on you get killed and people can take your money and stuff

That's a good idea, IF! Then you could allow pking, but not rampant pking, like, 30 kills a day max!

Or, you could make a PK-fest level where people have to PK each other as many times as possible in 5 minutes, and it would COUNT! that would be so COOL!

The PK limit sounds like a good idea, and so does a PK-fest level.
