Like, for the scout or something? Maybe a type of grenade or a capsule that you throw at the ground for a dramatic exit. Currently it's pretty difficult to escape from a dedicated pursuer, which is a problem for the less combat-focused classes. Smoke bombs would provide a quick, non-aggressive method for covering one's retreat. Plus they could have strategic value in other situations.

And no, 'lag' wouldn't necessarily be an issue.

Yes, and maybe it could cause the opponents radar, within the range of the smoke, to malfunction for the moments that the smoke lasts, so that they can't see you escape?

I suppose that'd be a necessity, yeah.

I've always thought the radar is a little limiting as a game device. It would be cool if it were based on line of sight, so that walls or clouds of smoke could thwart it.
